هدفت الدراسة إلى التعرف على دور برنامج المدرسة الفاعلة في تحسين الأداء الإداري لمديري المدارس الثانوية بمحافظات غزة، وبيان سبل تطويره. ولتحقيق أهداف الدراسة، استخدم الباحث المنهج الوصفي التحليلي، وقام بتصميم استبانة مكونة من (51) فقرة موزعة على (4) مجالات، وتكون مجتمع الدراسة من جميع مديري المدارس الثانوية العاملين في مديريات التربية والتعليم بمحافظات غزة البالغ عددهم (108) مدير ومديرة، كما استخدم برنامج الرزم الإحصائية SPSS لمعالجة الاستبانات. وقد توصلت الدراسة إلى النتائج التالية: 1) جميع متوسطات مجالات برنامج المدرسة الفاعلة الفلسطينية كانت متقاربة من حيث أوزانها نسبية، أما الدرجة الكلية للاستبانة ككل فقد حصلت على وزن نسبي قدره (85.80%) مما يدلل على أن درجة قيام برنامج المدرسة الفاعلة بدوره في تحسين الأداء الإداري لمديري المدارس الثانوية بمحافظات غزة من وجهة نظر المديرين جاءت بدرجة تقدير كبيرة جدا. 2) لا توجد فروق ذات دلالة إحصائية عند مستوى دلالة (α ≤ 0.05) بين متوسطات درجات تقدير أفراد العينة لدرجة قيام برنامج المدرسة الفاعلة بدوره في تحسين الأداء الإداري لمديري المداس الثانوية تعزي إلى متغيرات الدراسة الأربعة (الجنس، المؤهل العلمي، سنوات الخدمة، المديرية التعليمية). خلصت الدراسة إلى العديد من التوصيات، من أبرزها: 1) الاستمرار في تطبيق برنامج المدرسة الفاعلة الفلسطينية على جميع المدارس الحكومية والخاصة ومدارس وكالة الغوث الدولية بمحافظات غزة، حيث أكدت نتائج الدراسة على أن برنامج المدرسة الفاعلة الفلسطينية قد أسهم إيجابا في تنمية المنظومة التعليمية التعلمية. 2) الاهتمام بزيادة النمو المهني للمديرين والمعلمين في ضوء برنامج المدرسة الفاعلة الفلسطينية من خلال الدورات التدريبية وورش العمل والزيارات الإشرافية واطلاعهم على كل جديد ومناقشة التغيرات الجديدة في السياسة التعليمية التعلمية. The study aimed to identify the role of the effective school program in improving the administrative performance of the secondary principals in Gaza Governorates and highlight ways of its improvement. To achieve the objectives the researcher used the analytical-descriptive approach and, of the study designed a questionnaire consisting of (51) items distributed into (4) domains. The study population consisted of all secondary school principals (whose number was 108 male and female principals) working in the directorates of education in Gaza governorates. The researcher also used the statistical package for the social sciences (SPSS) to process the questionnaires. Study Findings: 1) All means of the domains of the effective Palestinian school program were close in terms of percentage weights. The total score of the questionnaire as a whole got a percentage weight of (85.80%), which indicates that the degree of the role of the effective school program in improving the administrative performance of the secondary school principals in Gaza governorates from their viewpoint was very large. 2) There were no statistically significant differences at the level of significance (α≤0.05) between the mean scores of the sample’s estimates of the degree of the role of the effective school program in improving the administrative performance of the secondary school principals attributed to the study four variables (gender, academic qualification, years of service, the directorate of education). The study concluded with several recommendations as follows: 1) The application of the effective Palestinian school program in all governmental, private and UNRWA schools in Gaza Governorates as the results of the study confirmed that the program positively contributed to the development of the teaching-learning system. 2) Attention should be paid to increasing the professional growth among principals and teachers in the light of the effective Palestinian school program through training courses, workshops and supervisory visits so as to inform them and discuss with them the new changes in the teaching learning policy.
