The study aimed at defining ethical leadership and its relationship to organizational culture among government secondary school principals in Zarqa Governorate from the teachers ’point of view. The study followed the descriptive, associative approach, and data was collected through two questionnaires that were developed and verified their sincerity and consistency, and applied to a sample of (331) male and female teachers. They were chosen in a random, stratified manner, and the study found that the degree of school principals practicing ethical leadership from the point of view of teachers came at a high degree, and that there were statistically significant differences for teachers 'perceptions of school principals' practice of other leadership behaviours There was a difference attributed to the variable of years of service, and the educational qualification in all fields except for the field of human relations, and the differences came "less than 5 years", bachelor, and the absence of statistically significant differences attributed to the gender variable in all fields except for the field of human relations, and the differences came in favour of males, and that The level of organizational culture of teachers in schools from their point of view is high, and there are differences of statistical significance for teachers' perceptions of the level of organizational culture of teachers due to the gender variable in all fields except for the field of school administration norms and laws, and differences came in favour of Males and for the variable of years of service, the differences came in favour of "10 years and more" in the field of moral administration values and the field of school administration norms and laws, and organizational culture as a whole, and the variable of the educational qualification in all fields except for the field of future expectations, and the differences came in favour of the bachelor, the study also found a correlation Statistically significant between the degree of school principals exercising ethical leadership and organizational culture of teachers from their point of view, and based on the results the study recommended maintaining this high level that was shown by the results of the study with respect to the level of organizational culture of public high schools in Zarqa Governorate, providing incentives of all kinds.
