AB - يهدف البحث إلى التعرف على مفهوم موازنة المواطن ودورها في تحقيق رفاهية المجتمع ووضع الحلول الممكنة لتطوير وسائل وأدوات تنفيذ الموازنة العامة الاتحادية فيما يتعلق بعقود الأبنية المدرسية. وتم الاستعانة بالاستبانة لاختبار تلك العلاقة باستعمال مجموعة من الأساليب الإحصائية المناسبة لتحليل متغيرات البحث لبيان التأثير والارتباط، وذلك باستعمال البرنامج الإحصائي (SPSS)، ومن خلال نتائج تلك الاستبانات توصل الباحث إلى مجموعة من الاستنتاجات، أهمها إعداد الموازنة بأسلوب موازنة المواطن يساعد بشكل فعال في ترشيد الانفاق الحكومي، وأن أهم ما أوصى به الباحث ضرورة الاستثمار الأمثل للموارد المتاحة لتلبية احتياجات موازنة المواطن وسرعة الانتقال إلى تحقيق التنمية المستدامة. AB - The research aims to identify the concept of citizen balancing and its role in achieving the well-being of society Possible solutions to develop federal general budget implementation tools and tools for school principals were used to test that relationship using a set of appropriate statistical methods to analyze research variables to indicate the impact and association, using the statistical program (SPSS) and through the results of those questionnaires a group of conclusions. The most important recommended researcher recommended the need for optimal investment for available resources to meet the needs of the citizen and the speed of transition to sustainable development.
