AU - عثمان، منى شعبان AB - قدم البحث إطاراً نظرياً حول ابتكار القيمة بالجامعات واستراتيجية المحيط الأزرق في إدارة المؤسسات التعليمية، وقد تم استخدم المنهج المختلط لتحقيق أهداف الدراسة، وقد تم تحليل واقع جهود جامعة الفيوم في مجال ابتكار القيمة باستخدام أسلوب التحليل الرباعي SWOT ومن خلال المقابلة الشخصية المقننة مع القادة الأكاديميين تم الوقوف على الوضع الراهن لابتكار القيمة بجامعة الفيوم، وتوصل البحث من خلال إطاره النظري والواقع النظري والميداني لجامعة الفيوم، إلى أطر تنفيذية (التقليص- الاستبعاد- الزيادة - الابتكار) في مجالات التدريس والبحثالعلمي وخدمة المجتمع تمثل إطار التقليص في (تقليص البرامج التقليدية- البحوث النظرية البحوث الفردية-- التمويل الحكومي)، بينما تمثل إطار الاستبعاد في استبعاد (البرامج القائمة على المعلومات-البرامج غير المقيد بها الطلاب- الأرشفة الوزرقية- العمل الفردي ) وإطار الزيادة في (التوجه نحو التقنية- الاعتماد- إنشاء المعامل المركزية - البحث التطبيقي- سالسياسات- البحوث المشتركة- المشروعات- والاستشارات- التسويق الألكتروني- تطوير التدريب- أكاديميات- وإطار الابتكار (برامج جذب الوافدين- برامج قائمة على الجدارات- تحالفات). Fayoum University has deficiencies in value system, financial-human resources management, technology, research, innovation activities, and community service. This may negatively affect the implementation of Blue Ocean strategy that aims to create new market spaces and provide a distinct value to stakeholders based on the four framework actions of value innovation; reduce, eliminate, raise, and create. Reduce and eliminate contribute to reducing costs, while raise and create lead to value increasing. Using mixed method, the research stated conceptual framework about value innovation in universities and Blue Ocean strategy in educational institutions management. Using SWOT method and standardized interviews with academic leaders, the efforts and status of Fayoum University in the field of value innovation were analyzed and identified. Using a definite conceptual framework and analyzing the real situation of Fayoum University, the paper came to executive framework in teaching, scientific research, and community service fields. This framework includes reduce, eliminate, raise, and create actions. Reduce framework actions may be represented in reducing traditional programs, theoretical research, individual research, and governmental funding. Eliminate framework actions include eliminating information-based programs, no applicants’ programs, paper archiving and individual work. Raise framework promotes technology orientation, accreditation, establishing central laboratories, applied research, joint research and projects, academic consulting, e-marketing, and training development besides establishing academies. The creation framework seeks programs to attract foreigners, merit-based programs, and alliances.
