AB - يعالج هذا البحث مشكلة حقيقية تمس واحدًا من أهم القطاعات المؤثرة بشكل مباشر في التنمية الشاملة، وهو قطاع التعليم والذي يرتقي بالمجتمع، والقادر على مواكبة التطور في عالم يتميز بالتغير المستمر. كما جاء هذا البحث ليسلط الضوء على موضوع هام وجديد يستقطب اهتمام العالم بشكل جدي وهو موضوع تطبيق مفهوم إدارة الجودة الشاملة العالمي في التعليم، فقد لاحظ الباحث أن الاهتمام بهذا الموضوع قد بدأ فعليًا في قطاع غزة، وهو في نمو متزايد، إلا أنه لم يشمل كافة مستويات التعليم حتى الآن. فقد هدف هذا البحث إلى التعرف على متطلبات تطبيق إدارة الجودة الشاملة في مدارس قطاع غزة الأساسية العليا من وجهة نظر المديرين والمعلمين، وتكونت عينة الدراسة من (240) معلم ومدير مدرسة من المدارس الأساسية الواقعة بشمال قطاع غزة، حيث اشتمل البحث على (4) متغيرات وهي: النوع (ذكر- أنثى)، المسمى الوظيفي (مدير أو معلم) المؤهل العلمي (دبلوم- بكالوريوس- ماجستير- دكتوراه)، سنوات الخبرة، ولها ثلاث مستويات (أقل من 6 سنوات)، (من 6- 10 سنوات)، و(أكثر من 10 سنوات). وقد استخدم الباحث في هذا البحث (الاستبانة)، حيث تأكد من صدقها وثباتها، وهي مكونة من (5) محاور و(45) فقرة موزعة على هذه المحاور. أشارت نتائج الدراسة إلى أن هناك عدة محاور مهمة لتطبيق إدارة الجودة في المدارس الأساسية العليا في مدارس شمال قطاع غزة وهي: 1) نشر ثقافة الجود؛ 2) تخطيط الجودة؛ 3) تحسين الجودة. 4) قيادة الجودة؛ 5) تقويم الجودة. وفي ضوء نتائج البحث توصل الباحث إلى مجموعة من المتطلبات أهمها: 1) تشجيع أعضاء المجتمع المدرسي على المشاركة في أعمال الجودة. 2) إنشاء موقع الكتروني يختص بتعريف ونشر ثقافة الجودة الشاملة. 3) التخطيط للمتابعة بآليات مستمرة. 4) تشجيع أعضاء المجتمع المدرسي على المشاركة في أعمال الجودة. 5) رصد الميزانية المناسبة لتنفيذ خطة التحسين. 6) تشكيل فرق عمل لتنفيذ خطط التغيير والتطوير المتوافقة مع عمليات التجديد والمبادرات الإبداعية. 7) تقييم نواتج التعليم باستمرار من خلال مطابقتها للمواصفات التي يتوقعها المستفيد. 8) تحديد الوسائل المناسبة لقياس الأهداف والمخرجات التعليمية. 9) تحسين الأداء بناء على تحليل دقيق للواقع. AB - This research deals with a real problem affecting one of the most influential sectors directly involved in development. Overall, the education sector and to lift the community, and is able to keep pace with development in a world characterized by constant change . As stated, this research to shed light on an important and a new topic attracts the world's attention in earnest a subject applying the concept of the global total quality management in education, the researcher noted that interest in the subject may actually began in the Gaza Strip, which is growing, but it did not cover all Education levels yet. The goal of this research is to identify the application of total quality in the Gaza Strip basic schools management requirements from the perspective of headmasters and teachers .The research study sample consisted of (240) teacher and headmaster of the School of basic schools in the northern Gaza Strip .Where A search on (4) variables: the type (male- female), Job Title (headmaster or teacher, educational qualification (Diploma- Bachelor- Master- Doctorate), years of experience, and has three levels (less than 6 years old), (from 6- 10 years), and (over 10 years). Researcher has been used in this research (Questionnaire), so make sure of validity and reliability, it is made up of (5) axes and (45) items, distributed on these themes. The study results indicated that there are several important themes for the application of quality management in higher primary schools in the schools of the northern Gaza Strip. 1) Dissemination of a culture of quality. 2) Quality Planning. 3) Improve quality. 4) Quality leadership. 5) Quality correction (evaluation). In light of the search results, the researcher a set many requirements, including: Create a Website regard to the definition and dissemination of the culture of total quality. 1) Planning for continuity and follow- up mechanism. 2) Identify quality objectives in coordination with the various organizational levels and functions. 3) Improve performance, based on a thorough analysis of reality. 4) Appropriate budget to improve plans. 5) Form working groups to implement change plans which are compatible with the renewal and develop creative processes. 6) Education is constantly evaluating products through compliance with the specifications expected by the beneficiary. 7) Determine the appropriate means to measure the educational goals and outcomes .8) Encourage members of the school community to participate in the quality work.
