AB - This research aims mainly to identify the level of digital empowerment at Zagazig University, and to provide a proposed perception for mechanisms to achieve digital empowerment at the university, in order to respond to global trends towards building digital universities for distance learning, particularly in this time of outbreak of Corona Virus, which necessitated all universities to respond rapidly to such changes and adapt to latest developments by building a digital infrastructure and spreading cultural sensitivity of the importance of digital empowerment. This research used the descriptive and analytical approach "on University of Zagazig", and it concluded many findings, including, the success of digital empowerment at the University requires the provision of several requirements, exemplified in: Building a strong digital infrastructure at the University through building a comprehensive strategic plan to establish a digital campus capable of meeting the technological changes accompanying the outbreak of Corona Virus, spreading cultural sensitivity of the importance of digital empowerment, as well as strengthening the University's digital management, and providing technical cadres to digitally train faculty members, students and university employees. Furthermore, the research contains a presentation of digital empowerment mechanisms in Indian universities, then presented the reality of digital empowerment at Zagazig University on-the-ground. The final step is the proposed procedures for mechanisms to achieve digital empowerment at the University of Zagazig- in light of benefiting from the conceptual framework, India's experience and the reality on the ground.
