AU - عبد، أشواق عبد الحسن AB - يهدف البحث التعرف على أهم العوامل التي تؤثر في بناء قدرات معلمي ذوي الاحتياجات الخاصة بمدينة بغداد متمثلا بالمديرية العامة للتربية في الكرخ الثانية والمديرية العامة للتربية في الرصافة الثالثة. وقد تألفت عينة البحث من (42) معلما ومعلمة بالنسبة للرصافة الثالثة أما الكرخ الثانية فكانت (53) معلما ومعلمة للتربية الخاصة. وقد اعتمدت الدراسة على الاستبانة لجمع البيانات وتحققت الباحثة من صدقها وثباتها ،وبعد معالجة البيانات إحصائيا أظهرت النتائج التقارب في إجابات المبحوثين في كلتا مديريتي التربية وبالذات المتعلق منها بمناهج التربية الخاصة، وقد توصلت الدراسة إلى عدد من التوصيات منها اعادة النظر بمناهج التربية الخاصة والأخذ بعين الاعتبار الفروق بين التلاميذ من ذوي الاحتياجات الخاصة. General directorate of Al-Kark /2 and the General directorate of Al- Rusafa /3 the sample of the study consist (42) teacher of Al-Rusafa /3 and (53) teacher for the special education .The study depends on questionnaire. The researcher adopted honesty and persistence and after processing data statistically, the results shows conference of answers in the two directorates. Its concentrate on the special education curricula and supporter the idea of exclusion of the teachers of special education from achieving their work well. The study reach to a number of recommendations, such as review the special education curricular and considering the differences between special needs students.
