AB - The present research aims at measuring the Effectiveness of Flipped learning based on video podcasting in developing electronic tests design skills among Staff Members at Om-ElKoura University. The method of the research is the quais experimental method where the researcher prepared an experimental treatment by using the fipped learning. He also prepared an achievement test to measure the cognitive aspect, an observation checklist to measure the skill performance. The instruments are applied to the sample of staff members at Om-ElKoura University which consisted of sixty students. The participants are divided into two groups (one experimental group and control group) . The results confirmed the effectiveness of flipped learning based on video podcasting in developing the cognitive and skill performance aspect for the electronic tests design skills in favor of the experimental group.
