AB - لقد ازداد التوجه القومي والعالمي مع بدايات القرن الحادي والعشرين نحو اللا مركزية، ونقل وتوزيع السلطة وذاتية الادارة للمؤسسة التعليمية، في نظام التعليم العام، وذلك بهدف تحسين جودة و نوعية التعليم ,ويعتبر مدخل الادارة الذاتية للمدرسة من اهم المداخل الحديثة المستخدمة لتحقيق التوجه نحو اللا مركزية. وقد استهدف البحث الحالى تطوير الادارة الذاتية للمدرسة في مصر، في ضوء خبرة الولايات المتحدة الامريكية ، بما يتفق والظروف المجتمعية في مصر, ووضع اجراءات مقترحة تساعد علي نجاح تطبيق مدخل الادارة الذاتية للمدرسة المصرية، بما يتفق مع الواقع المصري. ومن أهم ما توصل الىه البحث الحالى من نتائج: أن اللامركزية قد تدعمت في الولايات المتحدة الامريكية في ظل نمو مفاهيم الديمقراطية ، واعلاء قيمة الفرد والقضاء علي الحكم المطلق ، والحرية والاستقلال الذاتي والشراكة المجتمعية. بينما مازال مناخ المركزية يخيم علي المنظومة التعليمية في مصر ، وقد تدعمت المركزية في مصر، نتيجة لاسباب تاريخية وجغرافية و سياسية , لقد تم اختزال سياسة اللا مركزية في مصر في مجرد اصدار قوانين بمنأي عن الواقع ، وبعيدة عن التطبيق و المتابعة . ان المجالس المدرسية قد لعبت دوراً مهماً في تنفيذ الاصلاحات التعليمية في الولايات المتحدة الامريكية و حققت نجاحاً كبيراً في زيادة فعالىة المدارس وتوسيع فرص المشاركة المجتمعية ,أما في مصر فلم تمنح مجالس الأمناء الصلاحيات والمسؤليات التي تحقق لها الاستقلال الذاتي، و تم تحجيم انشطتها علي ارض الواقع ، واخذت شكلاً صورياً لايمتد الى مستوي التنفيذ، والمشاركة الفعلية. وقد تم تقديم اجراءات مقترحة تساعد علي نجاح تطبيق مدخل الادارة الذاتية للمدرسة المصرية بما يتفق مع الواقع المصري. AB - With the beginning of Atheist-first century, there is national and global trend towards decentralization, distribution of power and emphasis on school-based management (SBM) in order to improve quality of public education system. The current research has targeted to development of school- based management (SBM) in Egypt, in light of the United States experience, through proposing measures that help successful application of school-based management (SBM) in the Egyptian School, taking in consideration the societal conditions of Egypt. The most important findings of the present research: Decentralization has been strengthened in the United States in light of the concepts of democracy, uphold of the individual value, eradication of absolute rule, freedom, autonomy and community partnership. While in Egypt centralization is still hanging over the education system, and this has been attributed to the prevailing historical, geographical and political reasons. Decentralization policies in Egypt have just involved issuing laws that are far away from reality and the education reforms. The school boards have played an important role in the implementation of educational reforms in the United States, resulting great improvement in community participation and schools performance. In Egypt, boards of trustees have not yet given the powers and responsibilities, which are prerequisites of autonomy. Intended activities of the school board trustees have been scaled. The school boards have become figurehead that does not extend to the level of participation and actual implementation. Proposed measures for educational reforms in Egypt to ensure successful implementation of school-based management (SBM) were portrayed. (Published abstract)
