The descriptive approach was utilized and a questionnaire consisting of (96) items distributed on (10) axes was conducted in light of the international standards (SCORM) and administered to a sample of (165) at King Khalid University who utilized e-learning in their course study. Data were collected and statistically treated. Results revealed that the quality level of electronic courses was not at the desired level. Results also showed that there were no statistically significant differences at the level of (0.05) between student responses depending on their specialization (educational - not educational); and accordingly, a proposal of how to design electronic courses in light of the quality standards (SCORM) was presented. This proposal was based on ten themes: the scientific reference, general information about the course, course content design, content structure and organization, educational media, interaction and navigation, the educational strategies, evaluation techniques and feedback, technical support; and finally, course effectiveness and efficacy.
