AB - The schools of the national institutes are considered a kind of participation of the civil society in the educational process. Each school is considered an independent educational cooperative society and the parents participate in the management of their cooperative societies. Each one is considered a model of non-profit cooperative education. The national institutes include 39 schools, of which 12 schools of private nature .They were nationalized in 1962. All national schools face many legislative, technical, financial and administrative problems that impeded their movement and development. The study concluded that the cooperative societies failed to manage the educational institutions. Consequently, mechanisms were put to restructure the national institutions, the most important of which is to amend the regulations and laws so that the management of the cooperative society is completely separated from the administration of the educational institution. Also, to develop an appropriate legislation for the management of the major schools that have been nationalized away from the idea of cooperative societies and separating them from the General Assembly of National Institutes as a national heritage.
