AB - This study aimed at investigating the UNRWA teachers estimation of using SBTD program to improve their performance .Also revealing if there are statistically significant differences at(α≤ 0.05) in the sample appreciation degrees between the mean scores of SBTD program at improving their performance refer to the following variables (sex, educational area, experience, qualification). The researcher adopted the analytical descriptive approach. To achieve the study aims, the researcher used a questionnaire to gather data including 67 items, dividing into 6 domains represent the training packages as following: developing efficient methods for teaching and learning , Learning practices based on classroom, evaluation aimed to improve the quality of education, the teacher's role in the promotion of literacy and numeracy skills, collective -oriented teaching and learning and activating the role of parents in the process of upgrading students achievements). The study population was 3302 teachers that consisted of all elementary teachers at UNRWA schools in the following educational districts: (Jabaliya, Beit Lahiya and Beit Hanoun, West of Gaza, Eeast of Gaza, South of Gaza City, Nuseirat, Bureij, Deir al-Balah, and Maghazi) for the scholastic year 2015-2016 .The study applied on a stratified random sample numbered 600 teachers including approximately (18.2%) of the original study population. The researcher used (SPSS) to analyze data. Also she used a range of statistical treatments such as percentages, duplicates, mean, the relative weight, Standard deviation, Cronbach's alpha test, half split test, Pearson correlation coefficient, T test , One-way analysis of variance test and Hevah bilateral comparisons Test. The important findings: 1) The arithmetic average of the UNRWA elementary teachers assessing for continuing professional program SBTD in their performance was (4.24) with a relative weight (84.86%) with agreement degree (very large). The developing efficient methods for teaching and learning was the first stage with a relative weight (86.26%), followed by the field of Learning practices based on classroom with a relative weight (85.38%), followed by the field of collective -oriented teaching and learning with a relative weight (84.87%), followed by the field of evaluation aimed to improve the quality of education with a relative weight (84.79%), followed by the field of the teacher's role in the promotion of literacy and numeracy skills with a relative weight (84.48%) and finally, the sixth stage was activating the role of parents in the process of upgrading students achievements with a relative weight (82.63%). 2) There were no statistically significant differences at (α ≤ 0.05) between the mean scores of the respondents estimation to the role of continuing professional development program for teachers based on school SBTD to improve their performance due to the variable sex in two domains, the teacher's role in the promotion of literacy and numeracy skills and collective -oriented teaching and learning. However, there are statistically significant differences in the rest domains in favor of females. 3) There were no statistically significant differences at (α ≤ 0.05) between the mean scores of the respondents estimation to the role of continuing professional development program for teachers based on school SBTD to improve their performance in collective -oriented teaching and learning due to the education district variable. On the other hand, there are statistically significant differences in the rest domains in favor of Nuseirat, Bureij, Deir al-Balah, and Maghazi district. 4) There were no statistically significant differences at the level of significance (α ≤ 0.05) between the mean scores of estimation respondents to the role of continuing professional development program for teachers based on school SBTD to improve their performance in two domains, developing efficient methods for teaching and learning, and the teacher's role in the promotion of literacy and numeracy skills attributed to the years of service variable, while there are statistically significant differences for the remaining domains and combined domains together in favor of more than (10) years of service. 5) There are statistically significant differences at (α ≤ 0.05) between the mean scores of estimation respondents to the role of continuing professional development program for teachers based on school SBTD in improving their performance in the two domains, "developing efficient methods for teaching and learning, and evaluation aimed to improve the quality of education," attributed to Qualification variable for the bachelor, while there are no statistically significant differences for the remaining domains and combined areas together. The important recommendations: 1) Enhancing the program application at all Home schools governmental, private as well as UNRWA schools. The results of the study confirmed that the program has improved teachers' performance professionally and positively. 2) Obtaining the trainee teacher's educational ability to research, experiment and practice through scientific researches that concerning of continuous school development and its educational staff. 3) Strengthening the partnership between the professional development centers for teacher in service and education faculties at universities to develop teacher training programs. This can be achieved through joint research, or practical implement lessons of the educational principles and theories in the schools are provided by professors. This improve teachers through their dealings with the reality of the elements of the educational process. 4) Providing centers for teachers enabling them to make decisions- and implement educational staff developing programs based on the reality philosophy, objectives and teachers requirements.
