AB - The study aimed to identify the ratings of educators specialist at international relief agency of the obstacles they face to practice creative supervision. The researchers has used the descriptive method and a questionnaire that included four axes (physical, administrative, technical, human and communications obstacles). The research sample represented the whole research community which is 65 supervisor for UNRWA in Gaza. After statistical procedures the results were: The physical obstacles degree that prevent the supervisor to practice his supervisory ranged from (88.0 % - 55.3 %), administrative obstacles ranged (85.0 % - 65.0%). Technical obstacles ranged (76.0 % - 60.7(%. The human relation and communications degree ranged (59.7%-80.3%) from the point of view for supervisors. The physical obstacles were the highest in importance (75.3%). The lowest were human relation (65.6%). The whole total for educators specialists relative estimated about (71.7%) which significantly according to the standard rule in this study. Research recommendation as follow: Sending supervisors abroad to attend scientific and educational conferences. Makers decision must provide all material possibilities to create the educational atmosphere which create supervisor who is able to prepare the creative teachers.
