AU - عكاب، شهاب أحمد AB - The existing of creativity and creation as leadership features in administration are important factors that lead to focus and develop the capacity of creation in the administration , creative leadership and creative leader, because the creative process is not achieved only in the availability of the essential characteristics and capabilities for creators which have awaken role in the traditional concepts of creativity that makes the product and companion with intellectual flashes, inspirations and an image of innate intelligence . So, creativity becomes stick to features and certain properties of the creator, which led to the emergence of articles and books looking at innovation in administration science. Thus, increases interest in creative characteristics and seen as a whole in a matter of evolution, especially novelty and modernity and with the same respect in the institutions of higher education (1). The current study shade light on the importance of identifying the characteristics of creative deans of Physical Education Colleges and The definition and evaluation may be one of the means by which the followers to choose their leaders based on the pillars. Research problem: Is there a scale of creativity features according to the theories of creativity? Research Aims: Constructing a scale of creativity features for the deans of physical education colleges. Part II: This part includes the following concepts (creativity, theories that explain creativity, factors affecting creativity). Part III: This part is limited to the field of procedures for scale construction. Part IV: This part is limited to the use of factor analysis of the scale. Part V: This part is limited to some of the conclusions and recommendations.
