AU - رزوقي، شيماء فاروق AU - القيسي، هناء محمود إسماعيل AU - الحلفي، علي عودة AU - علي، كريم ناصر AB - تمثل المرحلة الابتدائية الشق الأول الأساسي من الأسس العامة التي تقوم عليها عملية التربية والتعليم، كونها البداية الحقيقية لعملية التنمية الشاملة لمدارك الأطفال، وتزويدهم بكل ما من شأنه تحقيق التطوير الشامل المتزن لشخصياتهم. لكي تقوم المدرسة بهذه المسؤولية خير قيام، كان لابد للجهات المسؤولة عن التربية والتعليم من الاهتمام بدراسة الجانب الإداري فيها، وتنمية وعي مديري تلك المدارس على وجه الخصوص بإدارة الجودة الشاملة، التي يمكن أن ينعكس أداؤها الايجابي على عملية تحقيق الأهداف التربوية، ومن هذا المنطلق فإن نشر ثقافة الجودة الشاملة سيكون مفتاحاً ومدخلاً أساسياً لتحسين ورفع جودة العملية التربوية، وتكمن أهمية هذا البحث في كونه تناول أهم المواضيع الحديثة، وهو إدارة الجودة الشاملة وما لهُ من أثر على العملية التربوية، كذلك تناول أهم الملاكات التعليمية، وهم مديرو المدارس الابتدائية وما يتمثل فيهم من دور قيادي في توجيه الآخرين. وقد هدفت الدراسة إلى التعرف على مستوى إدارة الجودة الشاملة لدى مديري المدارس الابتدائية، والفروق ذات الدلالة الإحصائية عند مستوى 0.05 بين المديرين في مستوى إدارة الجودة الشاملة، بحسب كل متغير من متغيرات البحث المتمثلة بـ(النوع– التحصيل الدراسي– الخدمة الوظيفية– العمر). وتناولت الدراسة في الجانب النظري مواضيع عن (إدارة الجودة الشاملة، رواد الجودة، مدير المدرسة)، وقد عرضت الباحثة دراسات سابقة إذ بلغ عددها 8 دراسات عربية وأجنبية. ومن حيث إجراءات البحث اعتمدت الباحثة المنهج الوصفي، وقد تم تحديد مجتمع البحث الذي تكون من جزئين، مجتمع مديري المدارس الابتدائية البالغ عددهم 638 مديراً ومديرة موزعين على المديرية العامة لتربية الرصافة الأولى والمديرية العامة لتربية الكرخ الأولى، ومجتمع الهيئة التعليمية البالغ عددهم 21425 موزعين على المديريات نفسها. وقد تم أختيار عينة البحث بالطريقة العشوائية حيث تم سحب القرعة ل 150 مديراً بنسبة 24% أما الهيئة التعليمية فقد تم سحب القرعة ل 450 معلماً ومعلمة بنسبة 2% من مجتمع البحث الأصلي. أما أداة البحث فقد استلزمت بناء أستبانة مكونة من 12 مبدأ من مبادئ ديمنج من أصل 14 مبدأ، وللتأكد من مدى صلاحيتها وملاءمتها لأهداف البحث الحالي تم اعتماد الصدق الظاهري، إذ عرض على مجموعة من الخبراء والمختصين، وتم اعتماد موافقة 80% فأكثر منهم للتأكد من الصدق، كما تم أعتماد الصدق البنائي إذ تم استخراج القوة التميزية للفقرات وعلاقة درجة الفقرة بالدرجة الكلية للمقياس وعلاقة الفقرة بالدرجة الكلية للمجال وظهر أن جميع الفقرات دالة عند مستوى 0.05، أما الثبات فقد تم استخراجه بطريقة إعادة الاختبار وطريقة ألفاكرونباخ. وبعد أن تم التحقق من صدق الأداة الحالية وثباتها، طبقت على عينة البحث المتمثلة بـ(مديري المدارس الابتدائية وهيئاتهم التعليمية)، وقد تم استخراج النتائج باستخدام الحقيبة الإحصائية spss، وقد توصل البحث إلى النتائج الآتية: 1) تعاني المدارس الابتدائية في مدينة بغداد من قصور كبير في تطبيق إدارة الجودة الشاملة. 2) وجود فروق ذات دلالة إحصائية تعزى لمتغيرات البحث المتمثلة بـ(النوع- التحصيل الدراسي- الخدمة الوظيفية– العمر). كما كانت توصيات الباحثة مايأتي: 1) اهتمام الإدارة العليا بتبني مبادئ إدارة الجودة الشاملة وإن تعمل على نشر ثقافة الجودة في المؤسسات التربوية خاصة المدارس الإبتدائية. 2) إعادة هيكلية التنظيم الإداري للمدارس الإبتدائية بما يتلائم مع مبادئ إدارة الجودة الشاملة. 3) العمل على عقد الدورات التدريبية والندوات التثقيفية لرفع كفاءة مديري المدارس. The study aimed to identify the level of total quality management at the primary school headmasters, and the differences are statistically significant at the level 0.05 among managers in the level of total quality management, according to each variable of the research variables of by (Sex- educational attainment- all employment- Age). Recommendations were also researcher Mayati: 1) Attention of senior management to adopt the principles of total quality management and work to spread the culture of quality in private primary schools and educational institutions. 2) Restructuring of the administrative organization of the primary schools in line with the principles of Total Quality Management. 3) Work training courses and educational seminars to raise the efficiency of school principals.
