For this purpose, the researcher prepared a program based on linguistic functions. A teacher’s guide was also prepared for teaching the program, and a test to measure the communicative competence skills of non-native speakers of Arabic. The sample of the research reached the number of (34) students at the Institute of Arabic Language for Speakers of Other Languages ​​affiliated with Al-Azhar Al-Sharif, and after carrying out the statistical treatments. The researcher concluded that there is a statistically significant difference in favor of the dimensional application to test the communicative competence skills, and the researcher also concluded that the program based on language functions is characterized by an effective rate of 80%.
