A1 السبع، باهر رزق A2 جوهر، علي صالح AB The research aimed to identify the theoretical and intellectual frameworks for creative leadership and the relationship between school leadership with administrative creativity, and an account of the most important features of school leadership in public secondary schools in Damietta Governorate, and to reach the obstacles and requirements for developing school leadership in public secondary schools in Damietta Governorate, leading to presenting a proposed vision for activating creative leadership as an entry point for developing the administrative performance for principals of public secondary schools in Damietta Governorate. The research used the "descriptive" approach. The research reached a proposal for activating creative leadership as an entry point for developing the administrative performance of public secondary school principals in Damietta Governorate. Its most important requirements were to identify a number of foundations and technical criteria when selecting principals for public secondary schools in particular who have an integrated system of skills and abilities to prepare the principal who is capable of bringing about change, creativity and designing special training programs for principals of public secondary schools, and paying attention to the specific training provided to principals of public secondary schools, due to the close connection between that and the high level of creative leadership among principals of public secondary schools. The most important mechanisms for activating leadership were the creativity of public secondary school principals in Damietta governorate, in moving away from the administrative routine. The principals of public secondary schools possess creative skills in communication the principals of public secondary schools made efforts to discover work problems in order to solve them. The principals of public secondary schools accept innovation in administrative work and new ideas at work. The ability to anticipate work problems before they occur and consider change as an administrative necessity.
