The model used the questionnaire as a tool for collecting information. We distributed 64 samples on a class sample. The theoretical approach led to the conclusion that creative behavior is positive human resource practices and behavior Within the organization to achieve high organizational effectiveness and achieve the objectives of the organization and the human resource together and the completion of business at the lowest cost and time. The field study proved that the development of creative behavior of the human resource is by attention to its determinants (Training, communication, motivation, trust).
