To achieve the objectives of the study, the researcher used the descriptive analytical method. The study population was selected from all the Palestinian universities operating in the traditional education system in the Gaza Strip. The sample of the study was selected in a comprehensive survey. Thus, 206 quesionnaires were distributed and 166 were returned forming 80.5%. The study found that there was a relationship between the dimensions of talent management (planning, recruitment, retention, education and training) with competitive advantage. In terms of impact, the study found that there is no impact on the competitive advantage of the universities in the fields of talent management (planning, recruitment and retaining). Only the field of (education and training) has a statistically significant impact on competitive advantage. The study also found no statistically significant differences in the responses of respondents on talent management due to the gender variable, scientific qualification, job title, and workplace, while the study found differences for the same variable due to the variables of age group and years of service. As for the dependent variable "competitive advantage", the study found that there were no statistically significant differences in the responses of the respondents about the competitive advantage due to gender, age group, scientific qualification, years of service and job title, while differences were found due to the place of work only. Based on the results achieved, the study recommended that the concept of talent management and the definition of talent should be defined in a clear and clear manner procedures, methods and systems that will be used in the process of talent management, and not confused with human resources management. The Ministry of Education also recommended supporting the education sector and protecting the sector from the economic crisis because of the high importance of this sector, especially when there is a great threat such as brain drain outside the country. The study recommended that universities pay special attention to talent management as the most important inputs that lead to the improvement of the outputs and the achievement of a competitive advantage for these universities.
