AB This study has started from the basic assumption that the constitutional articles and law texts related to the pre – university stage necessarily include a set of important educational principles and that these educational principles must be put into practice , otherwise they will turn to be a set of hollow slogans . So, the study sought to diagnose the actual application of these principles in the pre – university stage. The study revealed that the state represented in the ministry of education did not commit to these educational principles, and this was confirmed by the indicators of diagnosing these principles in the pre – university stage in actual practice. These indicators manifested a defect in the ability of the ministry of education to fulfill the requirements of all the educational principles. The study, therefore, provided a number of prerequisites that must be available in order to enforce the application of these educational principles involved in the constitutional articles and education lawn of the pre- university stage. These prerequisites were determined in this study as prerequisites related to educational principles and general prerequisites. Hence, the study recommended that the legislations related to pre – university education should occasionally be reconsidered and that the difficulties encountered by these legislations should be studied in the light of national, regional and international changes.
