AB In the framework of the current environment for Educational Planning is a dynamic environment, far from equilibrium, nonlinear rather than being linear result of the complexity in the phenomena. Which has led to uncertainty in the quantity linear Educational Planning approaches, which has prevailed in the past decades, which characterized by relatively stable and slow change, balance and stability, and then failing educational planning and its traditional approaches to economic and social development goals. So research endeavored to the development of educational planning putting knowledge rules through which to face the dynamic characteristic of the educational system and considerate fluctuations of the system and its environment, and that these rules can proceed from chaos theory. So the research identifying the traditional approaches for Educational Planning, and identify the concept of chaos theory and principles and their uses and characteristics, and the statement of chaos theory relationship of educational planning and its approaches , and reached rules building planning educational approach commensurate with dynamics of the education system and its environment In the framework of chaos theory.
