The study aimed to identify the role of the intellectual capital in institutional performance quality in the educational programme of United Nation Relief and Work Agency for Palestine refugees (UNRWA ) in Gaza Strip. The study adopted a descriptive analytical method. The comprehensive inventory method was used with the study community which involved (268) managers. A questionnaire was used as a main tool for initial data collection. It was distributed to all members of the study, (249) questionnaire were retrieved ,the rate was (93 %) of the distributed questionnaires. The most important reached results are: 1) Availability of intellectual capital components in the program amounted to a significant degree. 2) Availability of institutional performance quality norms in the program amounted to a significant degree . 3) There is a strong positive relationship between components of the intellectual capital and institutional performance quality in the educational programme of (UNRWA) in Gaza Strip. 4) The quality of the institutional performance of the programme is significantly and statically affected by these variables (structural capital, human capital and relative capital). 5) There are no differences that have significantly between the respondents' responses on intellectual capital components in the program due to the differences (gender, academic qualification, job title and years of service). 6) There are no differences that have significantly between the respondents' responses on institutional performance quality in the program due to the differences (gender, academic qualification, job title and years of service). The study main recommendations involve: 1) Intellectual capital components should be used as a basic strategic resource in the programme. They should be monitored periodically and to be invested for continuous development. 2) Constructing a positive organizational culture of intellectual capital and its importance, Publish and promote it, as it represents the value of the program at the local level. 3) Adoption of the quality and distinction philosophy through Applying the local, regional and global models of quality and distinction through investing the expertise and successful practical experiences, taking into consideration the human and material resources and the mechanisms of implementation to enhance competitiveness and obtain certificates and awards of distinction.
