تهدف الدراسة الى دراسة نماذج الاتحادات المكتبية العالمية، وعرض البنية التحتية للمكتبات المركزية في بغداد، لبناء نموذج مقترح لاتحاد المكتبات الجامعية المركزية في بغداد، شمل مجتمع الدراسة المكتبات الجامعية المركزية العراقية في محافظة بغداد، وقد استخدمت الدراسة المنهج التحليلي، وقد خلصت الدراسة إلى عدد من النتائج، أهمها: أظهرت الدراسة وجود تذبذب في ميزانيات المكتبات والتي كانت سبباً في انخفاض التزويد، اذ حققت المكتبة المركزية لجامعة بغداد أعلى مصروف لسنوات الدراسة 2003-2012 باعتبارها مستقلة الميزانية عن الجامعة الأم مما يتيح لها التصرف في ميزانيتها على عكس المكتبات الأخرى التي تواجه مشاكل في تحديد المصروفات. 1) ضعف قنوات اتصال غير مباشرة بين المكتبات يمكن أن تشجع على الاهداء أو التبادل بينها في ظل غياب تطبيق التشريعات الخاصة بذلك، مما دفع المكتبة الى الاعتماد على امكانياتها في سد حاجة الطلبة والباحثين للمكتبات الجامعية المركزية. 2) اتمت المكتبة المركزية للجامعة التكنولوجية مشاريع حوسبة الفهارس البطاقية وتحويلها الى الشكل الالي واتاحته امام المستفيدين في حين المكتبات الأخرى اتمت تحويل الفهارس بنسبة 20% أو اقل من ذلك. 3) توصلت الدراسة الى ان هناك رغبة جادة من قبل امناء المكتبات الجامعية المركزية ببناء اتحاد بين المكتبات المركزية من خلال المقابلات التي اجرتها الباحثة. كما أوصت الدراسة بعدد من التوصيات، منها: 1) استغلال ميزانيات المكتبات المركزية للجامعات اسوة بالمكتبة المركزية لجامعة وذلك لحرية الاختيار وتبويب حقول الصرف. 2) وضع سياسة تعاونية لتنمية مجاميع المكتبات الجامعية المركزية لتلافي مشاكل التكرار وحل مشاكل ضيق مساحات الخزن في المكتبات، إستثمار قنوات التعاون في تعزيز وتقوية مجاميع المكتبات ووسيلة لتجنب تكرار الجهود نفسها في المكتبات الجامعية وتوفيراً لنفقات المكتبات التي يمكن الاستفادة منها في نواحٍ تطويرية. 3) إصدار تشريع قانوني مضافة له التعليمات في وزارة التعليم العالي والبحث العلمي خاص بانشاء اتحادات مكتبية في المكتبات الجامعية المركزية العراقية. 4) تكون عضوية الاتحاد من المكتبات الجامعية المركزية في محافظة بغداد وبادارة المكتبة المركزية لجامعة بغداد. 5) تقوم المكتبات المشاركة في الاتحاد (المكتبات الجامعية المركزية في محافظة بغداد) بتمويل الاتحاد. 6) تتولــى المكتبة المركزية للجامعة التكنولوجية مسؤولية الانظمة الآلية داخل الاتحاد والعمل على اختيار أنظمة معلومات موحدة بين المكتبات المشاركة في الاتحاد. 7) تتولى المكتبة المركزية لجامعة بغداد مسؤولية الاشراف على التزويد والاجراءات الفنية داخل الاتحاد والاشراف على بناء فهرس موحد. 8) على المكتبات المشاركة في الاتحاد إنشاء موقع ويب خاص بها لتقديم خدمات المعلومات والتعريف بمجموعاتها وانشطتها واتاحة البحث في فهرس المكتبة عبر موقع الويب الخاص بالمكتبة. 9) على الاتحاد العمل على انشاء شبكة معلومات بين المكتبات المشاركة ويكون الفهرس الموحد اللبنة الاساسية لهذه الشبكة. 10) الإستفادة من خبرات العاملين والعمل على تبادل الخبرات بين المكتبات المشاركة في الاتحاد. The study aims to study the samples of the of the international libraries consortium, and to show infra-structure of central libraries in Baghdad in order to establish a suggested sample of central library's consortium in Baghdad which contains the community of study for Iraqi central university libraries in Baghdad province. The study followed the analytic method It concluded many results. Here under the most important: 1) The Baghdad university central library's spent the highest expenses for the studying years 2003-2012. Regarding, there are independent budget from the main university. This makes them free in management of their budget, in contrary with the other libraries, which face problems in direction of expenditures. 2) The central library of the university of technology accomplished the computerized catalogs and changed it into the instrumental design and made it ready for the people beneficiaries; on an other hand, the other libraries completed 20% of the catalogs trans formation 3) The study concluded, through the interview by the researcher, that there is serious desire by the central university libraries in charges to establish a consortium among the central libraries. The study suggested many recommendations below some of them: 1) Exploitation of the universities central library’s budgets as Baghdad central library did. This gives a freedom to select and divide the expenditures fields. 2) Issuing a legal legislation with instruction by the Ministry of Higher Education and Scientific Research restricted to build libraries consortium in the Iraqi central university libraries. 3) The membership of the consortium should be from the central university libraries in Baghdad province; the management by the central library of Baghdad university. 4) The libraries which participate the consortium should be responsible of the funding of the consortium. 5) The university of Technology central library should be responsible of the technical system inside the consortium. It has to work to choose united data systems among the libraries in the consortium. 6) Baghdad university central library could lake over the supervision on acquisition the technical measures inside the consortium and the responsibility of establishing a union cataloged. 7) The libraries participate in the consortium have to design a web site belongs to them. It mission is to provide information services and the introduction of the library’s collection in addition to their activities. It, also, facilitates the browsing of the library cataloged through the web site related to the library. 8) The consortium has to do its best to establish data web site among the libraries participated in the consortium. The union cataloged should be the basic stone for this web. 9) Take benefit of the experience of the employees and to work to exchange experiences among the libraries in the consortium.
