AB - هدف البحث إلى التعرف على الواقع الراهن للقائمين على التعليم الإلكتروني وما تم بذله من جهود ومبادرات لإتاحة المعلومات على الشبكة العنكبوتية من اجل دمجهم في المجتمع الكويتي. والتعرف على المطلوب من الهيئات والمؤسسات والحكومات من أجل وضع حلول عملية وتنموية للجهود المبذولة من أجل الدمج والتمكين، والإتاحة، والمشاركة لذوي الاحتياجات الخاصة. وينتمي البحث إلى الدراسات الوصفية (Descriptive Studies) حيث يرتبط مفهوم البحث الوصفي بدراسة واقع الأحداث والظواهر والمواقف والآراء وتحليلها، وتفسيرها بغرض الوصول إلى استنتاجات مفيدة، إما لتصحيح هذا الواقع، أو تحديثه، أو استكماله، أو تطويره، وتمثل هذه الاستنتاجات فهما للحاضر، يستهدف توجيه المستقبل. توصل البحث إلى فاعلية التعليم الإلكتروني (E-learning) في الدمج والتمكين والمشاركة والإتاحة لذوي الاحتياجات الخاصة داخل المجتمع الكويتي. وقدم البحث العدد من التوصيات المطلوبة للنهوض بالأشخاص ذوي الاحتياجات الخاصة ودمجهم في الأسر والمجتمع الكويتي، وتمكين ذوي الإعاقة داخل المجتمع عن طريق استخدام لغة العصر (تكنولوجيا المعلومات) لتسهيل الحياة بكل النواحي باستخدام تكنولوجيا لتطوير المجتمع بكل فئاته وخاصة فئة ذوي الإعاقة عن طريق البرمجيات وتطبيقات الهواتف المحمولة، بهدف ابتكار تطبيقات تساعد على حل مشاكل قائمة لذوي الإعاقة بجميع أنواع الإعاقات وتكون متاحة للجميع. AB - The research aims to identify the current reality of e-learning and the efforts and initiatives made to make the information available on the internet in order to integrate them into Kuwaiti society. And to identify the required bodies, institutions and governments to develop practical and developmental solutions to the efforts of integration, empowerment, availability and participation of people with special needs. The research is related to descriptive studies. the concept of descriptive research is related to the study, analysis and interpretation of events, phenomena, attitudes and opinions in order to arrive at useful conclusions either to correct, update, complete or develop this reality, aimed at guiding the future. The research found the effectiveness of e-leaming in the integration, empowerment, participation and accessibility of people with special needs within the Kuwaiti society. The research presented many recommendations for the advancement of people with special needs and their integration into the Kuwaiti family and society, and the empowerment of people with disabilities within the society through the use of the language of information technology to facilitate life in all aspects using technology to develop society in all its categories, with the aim of creating applications that help to solve existing problems for people with disabilities in all types of disabilities and are available to all.
