AB - هدفت الدراسة إلى التعرف على المشكلات الإدارية منها والفنية التي تواجه إدارة المدارس الثانوية العامة بمحافظة شمال سيناء وتحديد هذه المشكلات بدقة تلك المشكلات التي واجهتها وتواجهها إدارات المدراس الثانوية العامة خلال سنوات تطبيق الخطة الاستراتيجية للتعليم قبل الجامعي في مصر 2014-2030، والحلول الموضوعة لها ومدى جدوى هذه الحلول المصاغة في ضوء الخطة الاستراتيجية للتعليم قبل الجامعي في مصر 2014-2030، وتقديم المقترحات والحلول التي قد تساهم في حل هذه المشكلات. واستخدمت الدراسة الاستبانة كأداة لتطبيقها على عينة من العاملين بالمدارس الثانوية العامة بمحافظة شمال سيناء، وتوصلت الدراسة في إطارها النظري أن إدارة المدارس الثانوية العامة تعاني من مشكلات في جانبي العمليات والأدوار الإدارية إلى جانب مشكلات لها طبيعة خاصة كالمبني المدرسي والبنية التكنولوجية كما توصلت الدراسة في إطارها الميداني أن هناك مجموعة مشكلات قديمة متجذرة تؤثر على عملية إدارة المدارس وأخرى مستحدثة ظهرت مع تنفيذ الخطة الاستراتيجية للتعليم قبل الجامعي في مصر 2014-2030، وصنفت هذه المشكلات في ثلاث مجالات هي مشكلات متعلقة بالإتاحة ومشكلات متعلقة بالجودة ومشكلات متعلقة بالبنية التنظيمية وقدمت الدراسة مجموعة من المقترحات والحلول لبعض هذه المشكلات. AB - The study aimed to identify the administrative and technical problems facing the administration of public secondary schools in North Sinai Governorate, and to precisely define these problems, the problems that public secondary school administrations have faced and are facing during the years of implementing the strategic plan for pre-university education in Egypt 2014-2030, the solutions developed for them, and the extent of the feasibility of these solutions formulated in light of the strategic plan for pre-university education in Egypt 2014-2030, and to present proposals and solutions that may contribute to solving these problems. The study used a questionnaire as a tool to apply it to a sample of employees in public secondary schools in North Sinai Governorate. The study concluded, in its theoretical framework, that the management of public secondary schools suffers from problems in both the operational and administrative roles, in addition to problems of a special nature, such as the school building and the technological infrastructure. The study also concluded, in its field framework, that there is a group of old, deep-rooted problems that affect the process of school management, and others that have emerged with the implementation of the strategic plan for pre-university education in Egypt 2014-2030. These problems were classified into three areas: problems related to availability, problems related to quality, and problems related to the organizational structure.
