AB - The present study aimed to explore the concept of human rights in Islam, reveal the most important human and cultural values in human rights in Islam, and suggest some requirements for the development of human and cultural values, educationally and socially. The study used document analysis to achieve the previous goals. The findings of the study reveal that human rights in Islam are inherently ethical duties and values. The study also found that the human rights in Islam included all the human values. Education is based on human and civilization values on religious, social, cultural and educational bases. In addition, the development of human rights requires a common awareness, systematic integration and responsibility from all educational and community institutions, from the family to the media institution. Moreover, the consolidation of human rights requires the use of modern methods in the development of values and instilling them in line with modern scientific trends and global changes.
