AU - أحمد، إسماعيل حسين AB - تناولت هذه الورقة جوانب عديدة وهامة تتعلق بأصحاب الحاجات الخاصة باعتبارهم محور هذا البحث العلمي، واتبع الباحث المنهجين الوصفي والتاريخي، واستخدم أداتي الملاحظة والإستبانة للوصول إلى النتائج المطلوبة والتي بناءا عليها قدم توصيات البحث. ومن أهم النتائج التي توصلت إليها الورقة، أن الحاجة ماسة لتوطين صناعة الوسائل التعليمية لذوي الحاجات الخاصة داخل الدول العربية لتفعيل دورها في الإستفادة القصوى لديهم، وأن من أهمّ أسباب عدم استفادة أصحاب الحاجات الخاصة من الوسائل التعليمية الحديثة هو عدم الإهتمام العربي الرسمي باستجلاب تلك الوسائل. كما أن الدول العربية ليس لديها خطط واستراتيجيات لاكتشاف المقدرات العقلية للمعاقين، وأن أصحاب الحاجات الخاصة قادرين على التميز العلمي إذا ما توفرت لهم الوسائل التعليمية الحديثة. ومن أهم التوصيات التي قدمتها الورقة، ضرورة توطين صناعة الوسائل التعليمية لذوي الحاجات الخاصة داخل الدول العربية، وأهمية استجلاب الحديث منها واتاحته لذوي الحاجات الخاصة، وعلى الدول العربية وضع خطط لاكتشاف المقدرات العقلية لذوي الحاجات الخاصة وتأهيلهم وتمكينهم من الإسهام فيما يفيد البشرية، وأوصت الورقة بالتعاون العربي في مجالات الإهتمام بالأشخاص ذوي الإعاقة. The most important findings of the paper was, the urgent need to localize the educational aids industry for special needs inside the Arab countries to activate their role in making the best use of them, and that the most important reasons for not benefiting of the special needs from modern educational means is the lack of Arab official interest to import these means, The Arab countries do not have plans and strategies to discover the mental abilities of the disabled, and the special needs are capable of scientific excellence if they have modern educational means. And the most important recommendations of the paper, is the necessity of settling the industry of educational means for the special needs inside the Arab countries, and the importance of bringing the modern means and making them available to the special needs, The Arab countries should develop plans to discover the mental abilities of the special needs and qualify them to contribute to the benefit of humanity, The paper recommended Arab cooperation in areas of concern for disabilities.
