AB - This study is based on the concept that the success of teaching the handicapped students with their normal peers is highly related to the teacher preparation programs. This study aims to determine the competencies which make the special education teachers capable to develop their own individual's education programs. Depending on the description and analytic methodology, the researcher explained in detail the main features of his suggested visualization. He demonstrated and elaborated the core competencies necessary to prepare the individualized education program. His elaboration revealed that these competencies can be clusterized into five major domains: Determining levels of performance, specifying annual goals and short – term instructional objectives, sequencing objectives by task analysis, evaluation of goals and objectives and description of related services.
