The aim of this research is to identify the reality of the economic return of scientific research in Egyptian universities and to develop a proposed vision to improve the economic return of scientific research at the university (Port Said University). And the lack of economic and social returns to scientific research. Most scientific research is placed on the shelves of libraries without trying to apply it on the ground. and benefit from it. In addition to the weakness of the dynamic infrastructure of information, which makes it easier for the researcher to access the growing global stock of knowledge. The study suggested the university’s administrative and academic independence, enabling it to manage its scientific, research and academic affairs, making an annual inventory of its financial and material resources, and developing a plan for its optimal utilization, coordination with community agencies to benefit from the university staff represented by faculty members, in providing guidance, consulting and marketing of scientific research (at Port Said University) to these entities. And providing an electronic repository for scientific research as a means of inventorying and classifying scientific research and facilitating its presentation to the local and international community in return for financial fees as an additional source of funding.
