The study aimed to identify the reality of education issues in Egypt, and monitor them through the constitution, laws and reality, by addressing the most important issues of education in the Egyptian constitutions since the 1923 constitution until the 2019 constitution amending the 2014 constitution, and the most important of these issues (the issue of free education, the issue of compulsory education, the issue of equal opportunities and the issue of alphabetical and digital illiteracy), in addition to clarifying the conceptual framework of the constitution. The researcher also tracked the reality of the implementation of these issues in the state and the degree of their achievement as stated in the Egyptian constitutions and the laws and regulations emanating from it, and a proposed vision was developed to address educational issues in accordance with the Egyptian Constitution of 2014 and its amendments of 2019. The researcher used the descriptive analytical approach and the historical approach in monitoring historical events related to education issues in addition to analyzing and criticizing them with what was stipulated in the Egyptian constitutions and laws, and the study found that there is a contradiction between what is stipulated in the constitutions and the actual reality, as most realistic studies indicated the widening gap between law and reality, and a proposed conception was developed to address this contradiction.
