The aim of the research is to analyze the concept of educational accessibility and the new dimensions acquired by this concept in the light of justice and the quality of educational opportunity, as well as to analyze the relationship of the concept of educational accessibility to some related concepts such as the right to education, educational justice, equality, educational democracy, equal educational opportunities, and the quality of educational opportunities. and internationalization of education. And revealing the dynamic of the relationship between them within the framework of providing educational opportunities in higher education institutions and revealing the most important criteria for providing educational opportunities, and shedding light on admission policies in higher education institutions in order to reach the obstacles to achieving access, and putting forward several proposals that would contribute to providing educational opportunities in institutions of higher education. The analytical descriptive approach was used, and the research came up with a set of proposals that may contribute to providing equal educational opportunities within Egyptian higher education institutions, such as setting objective specifications for admission tests for students in higher education, taking into account the standards of honesty, and the need to reconsider the proposed division of sectors in higher education contained in development plans, and the necessity of harmonizing the strategy and structuring of the development of the secondary stage in line with the plans for the development of higher education, especially with regard to the admission system.
