The research objective is to Identify the appropriate and language fluency for Arabic language learners speaking other languages at the Islamic University, and to define the criteria of employing the digital story in its development. Also to prepare a program based on employing digital stories in developing critical listening skills and language fluency and learn about the impact of employing digital stories in developing language fluency skills among learners. The researcher relied on the descriptive approach to follow previous studies and research in the field linguistic fluency to prepare research tools. The quasi-experimental approach was used to identify the impact of employing digital stories on developing language fluency skills among the research sample. The researcher used a set of tools: A list of language fluency skills suitable for Arabic language learners speaking other languages. A list of criteria for using digital stories in developing language fluency skills. A program based on the use of digital stories in developing language fluency skills. A student guide of using E-learning management system (Blackboard). And the test of language fluency skills. The research sample consisted of (41) fourth level students from the Institute of Teaching Arabic Language at the Islamic University in Madinah. The main research findings: There were statistically significant differences at the level (0.05) between the mean scores of the members of the research sample in the pre and post measurements to test language fluency skills in favor of telemetry.
