The study aimed to reveal the obstacles of activating the role of school libraries in developing the reading skills of primary school students from the point of view of the trustees of learning resource centers considering the requirements of the international Pirls tests. A questionnaire was applied to a simple random sample of (224) secretaries of the learning resource center. The data was analyzed using several statistical methods, the most important of which are: arithmetic averages, independent samples t-test and one-way analysis of variance (ANOVA). The results showed that the obstacles that prevent activating the role of the school library in the development of reading skills in the light of the Pirls tests were to a large degree and an arithmetic average (4.08) related to the student came to the fore. The biggest obstacles related to the student were the student's reliance on the textbook only in obtaining information, followed by the obstacles related to the material and technical capabilities, then the obstacles related to the educational system, The biggest obstacle related to the educational system was the scarcity of reading as an area separate from the curriculum and finally. The obstacles related to the teacher came last. The biggest obstacles related to the teacher were the scarcity of teacher training in the exploitation of library resources. The biggest obstacles related to financial and technical capabilities were the scarcity of a school library corner in the classroom. The researcher also presented a proposed conception to activate the role of school libraries in developing reading skills for male and female primary school students considering the requirements of the international Pirls tests.
