The study aimed to identify the difficulties that may face the professional development of educational Superintends, the researcher used the descriptive approach in the study to collect data due to its suitability to the nature of the study. The study population consists of experts in the field of professional development by using a number of interviews. The study concluded that there are a number of difficulties that were divided into: 1) Human difficulties; the most frequent of these were: the lack of specialized leadership competencies in the fields of educational and educational professional development, confidence weakness in the development programs provided because of the weakness of trust between university faculty members and educational Superintends, and thus weak interest on both sides to participate in professional development programs. 2) Financial difficulties; The most frequent were: insufficient financial resources, the incompatibility of the strategic plan for professional development with the available human and financial capabilities and resources, the lack of availability of big data related to professional development, or the failure to invest in what is available; Such as the National Information Center, and the distance between the locations of training programs and the population centers. 3) Financial difficulties; The most frequent were: the lack of clear regulations, regulations and legislation that organize professional development plans and programs in public and higher education institutions, the lack of effectiveness of integration plans and programs between public and higher education institutions, in addition to the lack of clear and continuous channels of communication between the two sides, and the lack of clarity in the tasks and roles of each person. Among those concerned is the centralization of educational institutions, especially the Ministry of Education. The study then presented some human, material and organizational ways to overcome these difficulties in light of the human capacity development program, illustrated in an illustration.
