The research sought to develop reading fluency and self-efficacy of non-native speakers of Arabic at the advanced level. For this purpose, the researcher prepared a program based on phonological and orthographic awareness to develop these skills, and a teacher’s guide was also prepared for teaching the program, and a test to measure the Reading fluency skills, and a scale to measure the self-efficacy of non-native speakers of Arabic. The sample of the research reached the number of (20) students at the Institute of Arabic Language Teaching for nonnative Speakers, and after carrying out the statistical treatments. The researcher concluded that there is a statistically significant difference in favor of the dimensional application to test the Reading fluency skills, and to the scale to measure the self-efficacy, and the researcher also concluded that the program based on phonological and orthographic awareness is characterized by an effective rate of 80%.
