The problem of the study is summarized in the following main question: What are the obstacles to implementing the educational environment program for Nebras Prevention of Narcotic Drugs? The objectives of the study: To get acquainted with the nature of the programs offered through Nebras program for the educational environment, to identify the goals described for Nebras program for the educational environment, to identify the external obstacles represented in the social and cultural obstacles and to identify the internal obstacles related to the administrative and technical aspect related to the beneficiaries and the environment in which the program is applied. The community and sample of the study: It consists of (15) in charge of the educational environment program in Nebras in Riyadh region. A sample of (370) female students organized in secondary government schools selected from the offices of education: The Guard, Al Nahda education office and Al Rawabi education office. In addition to a sample of (12) female student guides who are in charge of the implementation of the educational environment program in these schools. Study's methodology and tools: The study (descriptive study) used the social survey method with sample, comprehensive social survey. The data collection tools are represented in the questionnaire that applied on a sample of female students in the secondary stage, the interview tool for those responsible for Nebras program and the sample of female student guides in schools. The most important results: 1) The most prominent programs offered in the educational environment with an arithmetic average of (0.54) are the awareness programs for female students about how to use their leisure time to benefit them. 2) The most important programs, from the viewpoint of the female students, were with an arithmetic average of (2.42 out of 3), introductory bulletins programs of free call service at the National Center for Addiction Consultation, followed in importance by video presentation programs about the national project for drug prevention with an arithmetic average of (2,41 out of 3). 3) The most important objectives described for Nebras program for the educational environment were, at first to raise the level of awareness of female teachers and students about the danger of drugs and psychotropic substances then to enhance self-immunity of female students towards negative practices. 4) As for the most prominent social and cultural obstacles, it was the preoccupation of female students by virtue of socialization and custom in performing school duties at the expense of participation in programs with an arithmetic average of (3.98 out of 5), followed in second place by the female students factor of preference to exploit leisure time in fun and play instead of participate in the program with an arithmetic average of (3, 72 out of 5). 5) The results have shown that the most prominent administrative and technical obstacles that limit the effectiveness of Nebras program for the educational environment is the large number of tasks and responsibilities assigned to female guides in addition to the tasks of implementing the programs, while not giving them time for that. This is followed by the lack of adequate training on how to encourage female students to participate in these programs and how to implement these programs in an effective manner. In addition to weak material and moral stimulation, as well as most of the female guides who applied the program are not specialized in the social or psychological field. 6) The study found that there are statistically significant differences (0, 05) and less in the attitudes of the study sample individuals on (the importance of educational environment programs for Nebras in schools) according to the educational level. The differences were in favor of the individuals of the study sample whose educational level is (third year of secondary school). The most important recommendations: 1) That the national narcotic control committee pay attention to necessity of accompanying families and local community in raising awareness of the importance of the educational environment program; as they play a fundamental role in supporting female students' participation in the program. 2) The ministry of Education should pay attention to allocating specific times and classes to participate in the educational environment programs and give time to female students and guides to participate in these programs.
