This study dealt with measuring the impact of training programs provided to librarians at Sultan Qaboos University on improving their performance in accordance with the Kirkpatrick model. I used multiple approach according to each level of the model, which is the questionnaire, observation and interview, as they suit a measure of the required level. The study sample is among librarians who attended training workshops and there were 97 out of 109 participants for the first and second levels as there were 19 in the second and third levels out of 19 participants. The study pointed out results of the first program: The learning outcome of trainee librarians that have received training program is higher than learning levels before training as information service instructor. The program also was well appreciated by trainees, which lead to an overall activation of different aspects of their jobs, which in return played a big role in achieving desired results that the program had been designed to achieve. The study of the second program pointed out: That strategic management of university libraries include satisfaction about administrative organization center, training material, and the instructor. As well in turn played a role in achieving a higher level of learning in addition to reaching expected results from this program. As for the third program: The strategic management of the university libraries, it varied in satisfaction in terms of administrative organization, training material and the instructor. The results indicated a higher level of administrative organization and the training material. While there was a low rate of satisfaction with the instructor in some of its terms. The level of learning also increased after receiving the training program. For the fourth program: Quality assurance for information services in university libraries. The results of the study indicated the satisfaction of trainees about the terms of the administrative organization of the course and training material. There was a decrease in satisfaction rate with the instructor and the level of learning after receiving the training program. The trainees also appreciated the program, which was implemented in the work environment. As for the fifth program: The operational plans of university libraries, the rate of satisfaction with the administrative organization, the training course and the instructor increased. The level of learning increased after the trainees received the training program, and the program was accepted by the trainees, who applied it to their work. The study made recommendations in light of the results of the study at the four levels first evaluating the performance of employees continuously in the Sultan Qaboos University libraries to determine the effective training programs that will achieve desired objectives of the library and allocate appropriate training venue for practical application. An increase in training hours for the simple reason there is a lot of content to be covered. Send training materials ahead of training so the trainee will have an idea of the topic. Keep on conducting such programs to include all library staff and identify their training needs before executing any training workshops. (Author’s abstract)
