المنصة العربية الذكية للتواصل البحثي كأداة لدعم الشراكة البحثية في ظل العلم المفتوح
Digital transformation has created new electronic tracks that have effectively contributed to the development of various sectors and provided opportunities for establishing intelligent communities that utilize Artificial Intelligence (AI) and information technology to make informed decisions. This was accompanied by an increase in research partnerships for developed countries, but not in Arab Countries (ACs), which encounter several challenges, such as a lack of communication and research cooperation tools that help achieve joint Arab research partnership, and the capabilities dispersion of research and human. This indicates that there is a big scientific gap between ACs and developed countries. Bridging this gap can be achieved through the Open Science (OS) portal, which aims to make knowledge, scientific research, and its dissemination accessible to everyone, but in a fair manner. Therefore, this paper aims to discuss the concept of research partnership and its obstacles in ACs, to participate in bridging the gap and to promote research partnership in ACs by proposing the Arab smart platform for research networking. This platform benefits from OS and AI to interacting intelligently and automatically to build real research partnerships that suit the capabilities and needs of everyone and offers big data that guide research projects in ACs.
