The current research required the answer to the following main question: What is the effectiveness of designing a distributed multimedia-learning environment for developing the digital competencies of the 21st century skills teachers and the systemic thinking of educational technology specialists? The aim of the current research is to demonstrate the impact of the effectiveness of designing a distributed multimedia learning environment in developing the cognitive aspects. In addition, performance of digital competencies in light of the 21st century skills and systemic thinking of educational technology specialists, and to achieve the objectives of the current research, the research relied on both (the descriptive and analytical approach, the experimental method, and the quasi-experimental design). The research tools included both (a cognitive test - a scorecard - a test for systemic thinking), and to measure the impact of the designed environment, the researcher used the ETA 2η equation, and the research answered the questions through research hypotheses that found statistically significant differences between the average scores of specialists in the group. Empiricism in the pre and post measurements to test the cognitive achievement of digital competencies and the scorecard, the systemic thinking test in favor of the post measurement, and the presence of statistically significant differences between the average scores of the specialists of the members of the experimental group, the control group in the post-measurement to test the cognitive achievement of digital competencies, the scorecard, and the systemic thinking test .For the benefit of the experimental group, and the research recommended the necessity of using a distributed training pattern in multimedia environments in professional academies for teachers.
