The study aimed to stand and get acquainted with the conceptual framework for the emergence and development of the internationalization of higher education, its intellectual foundations, the justifications calling for its mechanism and its requirements in the era of digital transformation, and to identify some efforts in the field of internationalization of higher education and its institutions in both the countries of Finland and Egypt, and used the comparative approach, and the study concluded that some procedural proposals to benefit from the experience of Finland in the field of internationalization of higher education and its institutions to advance the process of internationalizing Egyptian higher education institutions.
