The current study aimed to determine application level of the response to intervention (RTI) by primary stage teachers with students at risk of learning disabilities and the effectiveness of the training program in improving them. The sample of the study consisted of (86) teachers from primary school enrolled in the schools of Tabuk city in Saudi Arabia, while the experimental sample consisted of (32) teachers who scored the lowest scores on the measuring instrument. They were randomized distributed into two groups: an experimental (16) and control (16) group. The researcher used a questionnaire consisted of (17) items measuring the knowledge of the application of the response to intervention method at the first level. The validity of the questionnaire was investigated by content validity. The reliability of the questionnaire was calculated by test - retest method and internal consistency coefficient by the Kronbach alpha. The Author developed a training program aimed to improve and develop the knowledge of primary stage teachers in the application at the first level of the response to intervention method, it has been investigated by Judges Validity. The researcher used the descriptive research using means and standard deviations. Quazi - Expermental design was also used by using experimental and control group. The results showed that application-level response to intervention at first level by primary stage teachers with students at risk of learning difficulties was low on the total sub-scale of the questionnaire. The results also found that there were statistically significant differences in favor of primary stage teachers with high experience. The results also found that the average of application level of response to intervention by teachers with higher degree (Masters and PhD) was significant deferent higher than the teachers with bachelor's degree in. Finally, the results found that there are significant differences between the experimental and the control group in favor of the experimental group. (Published abstract)
