The requirements for empowering children of their rights to education in light of the principles of educational justice Educational justice is considered a determined issue by the text of the Egyptian constitution, which affirmed in article 19 of the second chapter (the basic elements of society), that the free basic education is aright which is guaranteed by the state for all people without discrimination, so the concept of justice no longer a term of luxury, but it is aright guaranteed by the constitution and the law. This resulted in rights must be preserved and must be surrounded with mechanisms of accountability and monitoring. These mechanisms guarantee for the state, the right of good education for their children and rights of requiring with educational justice which is a duty of the state, and it's not a luxury. This obligation must be carried out by the state to ensure that. The research aims at recognizing the conceptual frame work of administrative creativity, recognizing the dimensions of excellence in the educational institutions and reaching mechanisms of improving the administrative creativity to achieve excellence in pre-university education institutions in Egypt.
