الإشراف على المبعوثين من الجامعات المصرية للحصول على الدكتوراه من الخارج : دراسة ميدانية

This research aims to study the reality of supervising members of missions from Egyptian universities to obtain a Ph.D. degree from abroad ،The researcher used the descriptive approach and the questionnaire to collect information and the study sample consisted of (72) members of foreign missions from Egyptian universities. The results of the study showed that there are some deficiencies in the organizational and supervisory aspects of the General Administration of Missions, which cause suffering for the member of the mission from the time of submission to the mission until the return after the end of the mission, as well as in the system of supervision, follow-up and care provided to the members of the missions by the cultural offices in the scholarship countries and the weak ability of cultural offices to meet the needs of scholars in all fields that they need, as well as the lack of effective systems and mechanisms by the Egyptian University to qualify members of its missions before traveling, follow them and supervise them during the mission. The results also showed a decline in the role of Egyptian universities towards attracting scholars who are affiliated with them and those who refuse to return, as a large proportion of the study sample individuals, which exceeded (53%) went towards planning to not return to the homeland due to the low conditions in Egyptian universities and the lack of a clear and specific vision in order to maximize the benefits from the returning scholars. Based on the results of the study, the researcher recommended a number of recommendations. (Published abstract)
