Internationalization of higher education is considered as a response to the globalization challenges; however, it faces global changes post Covid-19, which led to the trend towards developing the universities to cope with the digital transformation requirements. So, the study problem was determined based on the previous studies results that clarified the limited opportunities of joining conferences abroad, in addition to the deficit in implementing internationalization strategies to develop university education, shortage in infrastructure and the students’ numbers who are studying abroad. Some realistic indicators expected that the expansion in internationalization in higher education might be shrinker due to predictions regarding the increase in tuition fees and the use of education technology, in addition to the parents fear of the travel experience and the western community. So, it aimed at benefitting from the experiences of Finland and New York State University to develop virtual internationalization in Egyptian higher education. The researcher used the comparative methodology to describe and interpret the foreign experience in accordance with the efforts in the Egyptian context, and areas and dimensions of the digital maturity model to analyze the foreign experiences. The study proposed a perspective to develop the virtual internationalization in Egyptian higher education in the light of the digital maturity model, it included different pillars as institutional commitment, administrative structures, cross national education, virtual exchange, international partnership, faculty staff, and research internationalization. It ended also with mechanisms for the implementation and its applicability. (Published abstract)
