The current research aimed to identify the critical reading skills needed by the Arabic language learners speaking other languages to develop a program based on the use of digital stories and assess the effectiveness of using digital stories in developing their critical reading skills. To meet this end, a set of instruments were developed including a list of critical reading skills needed by the learners of Arabic speaking other languages, then a program was designed based on digital stories, and the critical reading skills test was designed for Arabic language learners speaking other languages. The researcher administered the research instruments on a sample consisting of (30) students from the third level at the Institute of Teaching Arabic Language at the Islamic University of Madinah, and the researcher used the descriptive approach and the quasi-experimental approach based on one group, and also used a number of statistical methods and treatments to attain the results. The research developed a list of critical reading skills needed for learners of the Arabic language speaking other languages, including (4) basic skills from which (16) sub-skills emerged. The results of the research revealed that there was a statistically significant difference at 0.05 level between the mean scores of the learners in the pre and post-test in the overall result of the test in favor of the post test. The results confirmed the effectiveness of using digital stories in developing critical reading skills among learners of the Arabic language speaking other languages. Furthermore, there was a statistically significant difference at 0.05 level between the mean scores of the learners in the pre and post administrations in the skills of (interpretation, comparison, and evaluation), in favor of the post administration. There was no statistically significant difference, at 0.05 level between the mean scores of the learners in the pre and post-tests in the skill of analysis. (Published abstract)
