This research deals with a real problem affecting one of the most influential sectors directly involved in development. Overall, the education sector and to lift the community, and is able to keep pace with development in a world characterized by constant change . As stated, this research to shed light on an important and a new topic attracts the world's attention in earnest a subject applying the concept of the global total quality management in education, the researcher noted that interest in the subject may actually began in the Gaza Strip, which is growing, but it did not cover all Education levels yet. The goal of this research is to identify the application of total quality in the Gaza Strip basic schools management requirements from the perspective of headmasters and teachers .The research study sample consisted of (240) teacher and headmaster of the School of basic schools in the northern Gaza Strip .Where A search on (4) variables: the type (male- female), Job Title (headmaster or teacher, educational qualification (Diploma- Bachelor- Master- Doctorate), years of experience, and has three levels (less than 6 years old), (from 6- 10 years), and (over 10 years). Researcher has been used in this research (Questionnaire), so make sure of validity and reliability, it is made up of (5) axes and (45) items, distributed on these themes. The study results indicated that there are several important themes for the application of quality management in higher primary schools in the schools of the northern Gaza Strip. 1) Dissemination of a culture of quality. 2) Quality Planning. 3) Improve quality. 4) Quality leadership. 5) Quality correction (evaluation). In light of the search results, the researcher a set many requirements, including: Create a Website regard to the definition and dissemination of the culture of total quality. 1) Planning for continuity and follow- up mechanism. 2) Identify quality objectives in coordination with the various organizational levels and functions. 3) Improve performance, based on a thorough analysis of reality. 4) Appropriate budget to improve plans. 5) Form working groups to implement change plans which are compatible with the renewal and develop creative processes. 6) Education is constantly evaluating products through compliance with the specifications expected by the beneficiary. 7) Determine the appropriate means to measure the educational goals and outcomes .8) Encourage members of the school community to participate in the quality work.
