Objectives of the study: the study aimed to identify the degree of identification exercise principals of primary schools in mecca for their roles in the development of gift, and to identify differences in the degree of exercise principals of primary schools in mecca for their roles in the development of gift due to the variables of the study (qualification, number of years of management experience, number of training courses in the field of gift). And to identify the obstacles that limit the exercise of elementary school principals in mecca for their roles in the development of gift, and to identify the most important ways to overcome those obstacles. Methodology of the study: the study followed the descriptive survey. The study tool in identifying composed of two parts key, the first part of the public information about the executives elementary school in mecca, and the second part a pivotal questionnaire included 44 items distributed in four areas represented in the planning and management of human resources, and student activities, and the environment school, while the axis on which obstacles limit the exercise of school principals for their roles in the development of talent, to include (35) items distributed on four areas represented in the educational obstacles, and obstacles of self, and social constraints, and administrative obstacles. In addition to the open-ended question wave of directors intended to explore ways to overcome those obstacles. The study population consisted of 153 questionnaires were distributed, director them in a manner limited to the overall responses were relapsing (112) director randomly entered the statistical analysis. The most important findings of the study are summarized as follows: 1) the total score for estimating the responses of respondents on the degree of exercise directors for their roles in the development of talent was (big) came subdomains, respectively, the following: the management of human resources and planning, then the area of the school environment, and was followed by the area of student activities in fourth place. 2) No statistically significant differences in the degree of practice managers primary schools for their roles in the development of talent in the areas of (planning, management of human resources, student activities ), according to the variable qualification while showing the existence of differences in the area of the school environment for the benefit of directors crops on the bachelor, and show lack of statistically significant differences depending on years of experience and variable depending on the variable training courses in the field of talent. 3) The total score for the responses of the population of the study on the degree of the existence of obstacles that restrict the practice of school principals for their roles in the development of talent was (big) came subdomains, respectively, the following: the field of obstacles instruction ranked first degree (large ) and in the field of administrative obstacles in place second degree (large) and in the field of social constraints, they have had ranked third degree (large). 4) Turned out to ask open-ended question directed to the study population on the disclosure of the most important ways to overcome those obstacles follows: prepare mandatory training courses to school principal for the development of giftedness, raise the efficiency of qualified human resources for the development of giftedness. The main recommendation, the researcher recommends to continue the emphasis on management practices revealed by the current study by the principals of primary schools to develop talent among the students and the need to work on the development of management practices that appeared moderately as defined by the study.
