The research discussed how to activate the role of open university education in Egypt to achieve human development and provide procedural proposals to achieve this. The research aims to identify the conceptual framework of open university education in terms of its origins, concept, philosophy and patterns, and determine the theoretical foundations of human development in terms of its origin, concept, dimensions and objectives, as well as to clarify the relationship between open university education and achieve human development through its roles and functions in the fields of education, training, technology and vocational, and The research provide some Procedural proposals to activate the role of open university education in Egypt to achieve human development. The research relied on the descriptive method, which was used for monitoring and analyzing open university education and its role in achieving human development. (Published abstract)
