The study applied the descriptive method to achieve the aim of the study and a Questionnaire was used which consisted of (80) standards listed in five fields. The Questionnaire distributed on a randomly stratified sample consisted of (379) of the educational leaders in Thamar governorate. The results of the statistical tool, (Bayes Factor), showed that the minimum standards for education, in emergency situations (INEE), were not checked in general. Furthermore, the results revealed the absence of the four standards: (basic standers - education and learning - educational policy - teacher and staff in educational institutions). However, the results indicated that the standards related to the access to education and learning environment were met. In addition to that the results of the study showed that there were statistically significant differences between the sample estimate averages due to the workplace variable for the standards as whole and for the fields of (education and learning environment - teacher and workers in educational insinuations) and these differences were in the favor of the countryside.
