This study aimed to investigate to what extent the standards of comprehension quality were applied as results of Educational Management, and planning and knowing about its planning capability to achieve the desired aims. The researcher used the descriptive method. The population of the study was composed of headmasters of secondary schools in Bahri Locality. There were (60) headmasters, male and female, taken wholly as a fully intended sample of the study. The population the study was also composed of teachers of (1456) male and female teachers. A random sample was taken from them, (170). One hundred and seventy students were examined, fifty six males and one hundred and fourteen females. The tool of the study was a questionnaire. The data was analyzed according to the relevant statistical procedures (SPSS). The researcher reached up to the following results: 1) The administration of the Ministry of Education does not encourage distinguished teachers and does not raise enough funds to raise their salaries. 2) The educational administration works to enact the list of laws and forms the legislation which achieves the educational aims in terms of the general interest, and also works to contribute in forming the quality standards of school's approach, and work to develop teaching aids. 3) Most of the school administrations are chosen according to the conditions of preparation and experience. This helps in classifying the students' level and evaluating them regularly during the academic year. 4) Most of secondary school teachers in Bahri Locality have graduated in Faculties of Education and were trained on academic aspects and committed by law and morals of the profession. 5) The educational administration does not try to make the students of secondary school in Bahri Locality to know about the social and psychological risks of the internet. 6) The weakness of educational administration efforts as relates in applying the quality standards of compilation of academic curricula in curricula administration. 7) The secondary schools of Bahri Locality have a relationship with the society through participating in social occasions. Depending on the above results, the researcher recommended the following; 1) To strive to raise the teachers’ salaries to get the professional satisfaction. 2) The Ministry of Education should construct an Administration of Comprehensive Quality in different localities to work on spreading the quality of knowledge and to train teachers on it, and to follow up its implementation and to be developed and controlled in coordination with the educational planning administration. 3) The appointment of teachers in secondary schools should be limited to those who have graduated in Faculties of Education, and working on required training for them on the way of applying the comprehensive quality criteria. 4) The Educational Administration should adhere to the providing enough financial sources for many schools. 5) To make appropriate means to make sure of insurance of applying the comprehensive quality standards in effective and perfect way, and to work towards developing it in the way that achieve the entire aims of the educational process.
